Police: Flip-Flop Wearing Franksville Man Flees Traffic Stop

Suspect charged with obstruction and felony bail jumping after running from police.

A 23-year-old Franksville man is accused of trying to flee from Caledonia police officers during a traffic stop.

Joseph Mark Wise was charged in Racine County Circuit Court Tuesday with one count of obstructing an officer and two counts of felony bail jumping. If convicted, he faces up to nearly seven years in prison and $30,000 in fines.

According to the criminal complaint:

At 1:57 p.m. Monday, a Caledonia police officer was headed westbound on Highway G west of Highway V, when he spotted Wise driving eastbound doing 67 miles per hour in a 45 miles per hour speed zone. The officer turned around and initiated a traffic stop, so the car turned right on V, then pulled into the first driveway. There was movement in the car and Wise was now sitting in the middle rear seat and a woman was in the driver seat.

Wise admitted to driving saying he didn’t have a driver’s license and then gave a different name claiming to be from Tomah. When ordered out of the car, Wise fled on foot behind area homes. The officer chased Wise, who lost his flip flops and was then running barefoot up a long driveway.

An officer spoke to the owner of a home at the end of the driveway, then saw Wise emerge from another door of the home and continue running towards V, where another squad pulled up and a police officer ordered Wise to the ground at gunpoint.

Wise will make his initial appearance in court Wednesday.

> Suspect is accused of running after an officer sees him speeding. I think that line could be misread. Needs to be re-phrased.

Was on he out on bail from this http://caledonia.patch.com/articles/da-files-charges-against-woman-who-participated-in-youtube-fist-fight or has Joseph tread on the wrong side of the law for something else?

The speed limit on Highway G is 45 miles per hour in that area (I know, I live within walking distance of this incident). Also, the man ran into the field, not along Highway V and he was tased when he wouldn't go into custody peaceably. The suspect pulled into the driveway of a house on the Southwest corner of V and G to hide from the police officer. The occupant of the house called 911 which is how the cop found the suspect. I don't know where the Patch gets it's info but I get mine from my neighbors who were involved. I am the Blockwatch co-captain for this neighborhood.

Hi Caledonia retiree, This article is a summary of the criminal complaint filed in Racine County Court. You're right about the speed limit. I've checked and while the article said 40, the complaint has the speed limit as 45. I'll fix the article. I think that was a typo on our part. Everything else in the article is an accurate summary of the complaint filed in court, which includes a copy of the police report. On that report, the officer said that he saw Wise exit the home. That doesn't mean that your neighbor didn't call 9-1-1. It's just not in the criminal complaint. Thanks for your comment and thanks for being vigilant and on the block watch.
