Powell allegedly told officers he would steal the razors and sell them to a woman who would, in turn, resell the razors at Seven Mile Fair. Powell would use the profits from her to purchase drugs.

On April 13, Powell and another man went the at 12735 W. Capitol Dr. in April and grabbed $500 worth of razor blades, put them in a shopping cart and fled the store. Six days later, Powell came back to the store and stole another $400 worth of razor blades.
