At 9 p.m. March 3, a Menomonee Falls police officer spotted Carter driving near Caroline Drive and Cleveland Avenue, and doing less than 20 miles per hour in a 25 miles per hour speed zone. The officer then discovered the car had a suspended registration, so he pulled it over.

Carter told the officer he was looking for a friend’s house, however, he appeared dazed and the car smelled strongly of marijuana.

The officer searched the car and found a bottle of vodka with tissue paper stuffed in the neck and 0.13 grams of marijuana on the floor under the driver’s seat.

Carter said he had smoked marijuana earlier in the night before driving to his friend’s house.

He will make his initial appearance in court July 2.
